A mounting effort to transform a United Nations agency into a global Internet regulator is threatening to undo decades of policymaking that helped the Internet evolve into the open, global medium we all depend on.Backed by Russia, China and a handful of other powerful countries, a series of proposals now gathering momentum in the U.N. seeks to dramatically increase the International Telecommunication Union’s authority over the Internet. This U.N.-sponsored group, which was formed in the 19th century as the International Telegraph Union, has authority over key transnational aspects of the radio spectrum and wire-line telephony.
