.RU Suspends 195 Malicious Domains In January

RU Coordination Center logoIn January 2014, Group-IB, an Internet security company, filed 199 suspension notices to accredited domain registrars, resulting in 191 suspended .ru domain names. Of the eight domain names that remain delegated, seven were unsuspended after their owners addressed the causes which had led to the suspension. These domain names were unsuspended by a special request made by CERT-GIB.

Most of the detected malicious domains were botnet controllers (47%), while phishing resources constituted the smallest part of the malicious domains (13%).

Group-IB partners search for and detect malicious domains under an agreement with the RU Coordination Center to combat malicious activities in .RU and .РФ Russian domains. Group-IB’s competencies include tackling criminal activities in Russian domains .RU and .РФ, such as phishing, unauthorised access, spreading malware and controlling botnets.

For detailed information on how to report cyber threats and other malicious activities, see the RU Coordination Center’s website.

Domain Investor Now Head of Registrar Committee at Coordination Center for TLD .RU

Robert Gledenov and especially his brother Denis became famous in Russian Internet in the 2000s as skilful domainers. A year ago, more than 100 000 domains were tied to the well-known in the narrow circles den.ru and gledenov.ru servers. Even now in some domains these addresses come up with an anonymous privateperson.ru. In this large list are – hewlettpackard.ru, mercury-avto.ru, hugo-boss.ru, pierrecardin.ru, upsa.ru, western-union.ru, remy-martin.ru, baldessarini.ru, mild-seven.ru, pentium.ru, philipmorris.ru.

After the court decisions the Gledenovs had to give away such domains as google.ru (2004), mercedes.ru (2006), swatch.ru (2010).

From the last deal it is worth mentioning the transition of the domain sk.ru. According to the information of The Marker Russian online newspaper back in November 2011 this domain was listed in the server den.ru. This winter the address went under control of the Skolkovo Foundation supervised by Viktor Vekselberg, Russian oligarch. The sum of the deal is not being hidden. Denis Gledenov denies the deal at all.

Robert Gledenov became a lobbyist

Chairman of the Registrar Committee of the Coordination Center for TLD .RU is elected annually. Before this position was occupied by the General Director of registrar Naunet SP LLC Andrey Kondakov. One of the market players says that Robert was elected independently and not because of his activities in the past.

In a conversation with The Marker Gledenov said that first problems he was going to solve would be domain dispute procedures and secondary market. These working groups have already been formed by the Coordination Center.

“I know domain name registration process from A to Z. There is a lot of work to do to stabilize, develop and promote the industry. And no one is doing it. But the industry has to keep up with the times. That’s why I was elected by the majority of the 26 registrars“, – explained Gledenov his election.

Among his tasks he sees the prevention of scandals as in a case with the launch .РФ TLD.

Speaking about domaining business that somebody still consider as cybersquatting, Gledenov said he had not been involved in the domain name deals for many years. Gledenov added that many registrars took part in such activities, registering domains to be released for themselves and organizing the auctions after that for these names. Gledenov, being the head of Salenames niche registrar, added it was a normal practice, because the domain name registration was a low-margin business, which was considered to be an annex of the hosting services.

The market reaction

The colleagues in the largest local registrar company, RU-CENTER, reacted positively to the election: “We welcome any choice of the Registrar Committee. New chairman is always a new vector of focus for the entire registrar community,“ – said Andrey Vorobyev, the head of PR and GR of RU-CENTER. – We hope that the new chairman will do more than his predecessor and will be able to reverse the existing tensions on the market today.“

“Robert moves the whole system to democratization, – says anonymously a representative of another registrar. – He has been demanding the resolve of the organizational issues in the Coordination Center for months. And now becoming a registrar, he nominated himself as a candidate for the election. The work results of Kondakov don’t satisfy him, as well as the recent actions of Andrey Kolesnikov (the director of the Coordination Center for TLD .RU)“.

There are people who are not agree with the election of Gledenov. According to the The Marker, one of the registrars considers the staff reshuffle doubtful because of the Gledenov’s activities in the “domain investments”. The expert fears the changing of the rules towards domainers‘ or even cybersquatters’interests. On the other hand, it is quite often when domainers become those people who decide important things on the Internet.

Facilities for L-Root Site in Russia Provided to ICANN by RU-CENTER

RU-CENTER logo [news release] RU-CENTER, a leading Russian domain name services provider, and ICANN realized common project for L-Root site installation in Russia.

L-Root, operated by ICANN, is one of 13 DNS root servers, providing functionality and connectivity of the domain name system on the global level. DNS root servers are a key element of the Internet infrastructure necessary for user navigation as well as the integrity of the Internet address space.

Contributing to this ongoing mission, RU-CENTER provided the equipment and datacenter facilities required for continued L-Root operation.

“One of ICANN’s core values is to preserve and enhance the operational stability, reliability, security and global interoperability of the Internet,” said Joe Abley, Director of ICANN’s DNS Group. “This L-Root deployment is a vital step in helping us perform that function.”

The root server site deployment in Russia is aimed at enhancing DNS failure-resistance and the stability of its functioning. This expansion allows for an increase in geographical diversity for the critical infrastructure of the global DNS, and its readiness to high loads, e.g., DDoS-attacks.

“RU-CENTER is one of the oldest DNS services providers in Russia. The company has modern telecommunication equipment, our system engineers have valuable experience in the sphere of network technology,” says Alexander Panov, RU-CENTER CEO. “And we’re glad to provide ICANN with the facilities for global DNS improvement.”

RU-CENTER Launches Russian Community TLD Initiative

RU-CENTER, the Russian Network Information Center, has launched RUCLID (Russian Cultural and Linguistic Internet Domains), an initiative for the introduction of top level domains intended for cultural and linguistic communities living in Russia.RU-CENTER believes RUCLID will help local communities better express their culture and languages on the Internet. Any top-level domain introduced as a part of RUCLID will be strictly associated with a particular community. In the long run this will strengthen presence and awareness of local communities in the Web, increase the number of target audience on their websites.”With the acceptance of the new gTLD process any community will have great opportunity to be presented in DNS. And as Russia is multinational country we’ve decided to bring this chance closer to local cultural and linguistic communities. We hope that RUCLID will become one of the ways of saving the identity for small nationalities living in Russia”, said Andrey Vorobiev, head of external relations and communications at RU-CENTER.To support RUCLID a special community movement was formed. It is opened for participation to any organisation or individual from Russia. The main goal of the movement is to promote the idea of the cultural and linguistic TLDs’ implementation in general and to attract more nationalities to participate in the process with their own top-level domain. In 2011 RUCLID will be widely promoted in Russia. The main presentation of the project is planned for the Russian Internet Forum – the biggest local Internet conference that will be held in the end of April 2011. Also RUCLID will be introduced in many Russian regions during special Electronic Future festival that is organised by Russian Agency for Information Society Development.”We’ve launched RUCLID looking at foreign experience in this sphere. I mean ECLID, the organisation for European cultural and linguistic domains introduction. And we hope to collaborate with our colleagues from Europe to make the idea of cultural and linguistic TLDs more popular as well as to promote it in ICANN,” said Sergey Gorbunov, senior PR manager for international projects at RU-CENTER.For more information, see ruclid.org.
