ICANN: Pre-Dakar ICANN Policy Update Webinar Invitation

Whether you plan to participate in the upcoming ICANN meeting in Dakar remotely or in person, you’re invited to a quick reminder of the background and current status of each major policy issue currently under discussion in ICANN.

The ICANN Policy Staff will provide a briefing on Thursday 13 October at 12.00 UTC and Thursday 13 October at 19.00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). Amongst other topics, updates will be provided on:

  • Uniform Dispute Resolution Policy Issue Report (GNSO)
  • Post-Expiration Domain Name Recovery (GNSO)
  • Recent WHOIS work
  • Study Group on Use of Names for Countries and Territories (ccNSO)
  • Framework of Interpretation Working Group for the delegation and re delegation of ccTLDs (ccNSO)
  • Joint DNS Security and Stability Analysis Working Group

The two sessions are duplicates, scheduled to accommodate different time zones. Each session, scheduled to run for 90 minutes, will be conducted in English only. The meeting will be run in Adobe Connect with a slide presentation along with a dial-in conference bridge for audio.

Participants will have the opportunity to ask questions at the end of each session. During the course of the webinar, questions may be submitted using the chat function of Adobe Connect. If you are not able to participate in either of the live sessions, the recording of the session will be made available shortly after the meeting. The policy staff is always available to answer any questions that you email to policy-staff@icann.org.

ICANN: ccNSO Review – Final WG Report

ICANN logoThe Country Code Names Supporting Organization (ccNSO) Review WG submitted its draft final report PDF, 787 KB], for public comment on 15 November 2010. On date of closure, 15 January 2011, two comments had been provided, expressing full support for the report while adding useful precision on details and recent ccNSO developments (see summary).

In consideration of the response and following WG discussion, the ccNSO Review WG has updated details in line with the comments, while keeping the report’s overall conclusions unchanged, and now releases the final WG review report [PDF, 296 KB].

This report is published pending Board consideration.

ICANN: Public Comment: ccNSO DRDWG Seeks Comments on its Final Report

ICANN logoThe Chair of the ccNSO’s working group on delegation, re-delegation and retirement of ccTLD’s (DRDWG) is pleased to announce the publication of the working groups Final Report [PDF, 120 KB]. The objective is to inform and solicit input and comment from the community on the recommendations of the working group to the ccNSO Council and the key findings. In particular the working group would appreciate your views on whether the recommendation of the DRDWG would resolve the short and long term issues identified or if you would propose alternate recommendations and if so, why?

Background and next steps:

According to its charter the purpose of DRDWG is to advise the ccNSO Council whether it should launch a policy development process to recommend changes to the current policies for delegation, re-delegation and retirement of ccTLDs. It may also consider possible solutions to any issues or matters of concern to resolve issues the DRDWG identified.

The working group has published its first progress report in February 2010 and consecutive progress reports in June 2010, and December 2010. Both the charter and the progress reports can be found at: ccnso.icann.org/workinggroups/drdwg.htm

After closure of the comment period, the working group will submit its Final Report to the ccNSO Council taking into account the public comments and input.

ICANN: Public Comments Requested on Interim Paper on Policy Aspects Regarding Introduction of Single Character IDN TLDs

ICANN logoThe joint ccNSO and GNSO IDN working group (JIG) is pleased to announce the publication of the working group’s Initial Report [PDF, 192 KB] on the introduction of Single Character IDN TLDs. This Report is intended to be a stocktaking of the policy issues regarding the introduction of Single Character IDN TLDs and some viewpoints on possible policy implementations that could address those issues. The JIG solicits input and comment from the community on these policy issues and viewpoints. The working group identifies the following policy issue area’s:

  1. Possible confusion with reserved single character ASCII TLD strings
  2. Whether special financial considerations should be considered
  3. Whether due to the relatively smaller pool of possible names that special allocation methods should be considered
  4. Whether due to the relatively shorter string, it may be easier for users to make mistakes, and that special policies should be considered
  5. Whether additional criteria should be introduced to qualify a Single Character IDN TLD as an IDN ccTLD or IDN gTLD
  6. Whether special policies are required to address usability of Single Character IDN TLDs given existing application environments

Background and Next Steps

The ccNSO and GNSO Councils recognized there may be topics and/ or issues related to the introduction of IDN TLDs which are of common interest to both the GNSO and ccNSO, and which are preferably addressed in a collaborative effort through the GNSO and ccNSO. For that matter the Councils established a joint IDN working group. The charter of the working group can be found at: http://ccnso.icann.org/workinggroups/jiwg.htm.

According to its charter the purpose of the joint working group is to identify and explore issues and topics of common interest, if any, and of relevance to both the cNSO and GNSO, report on such an identified issues to the ccNSO and GNSO Councils and propose a methodology to address the issue. To date the JIG identified the following areas of common interest:

  1. Single Character IDN TLDs
  2. IDN TLD Variants
  3. Universal Acceptance of IDN TLDs

After closure of the comment period, the working group will finalise the Initial Report taking into account the public comments and input and publish a Final Report to be submitted to the ccNSO and GNSO Councils for their consideration. During the public comment period the Working Group will continue its work on the other topics identified by the working group as of common interest to both the ccNSO and GNSO.

ICANN: ccNSO Review – Public Comment Period Extended to 15 September

Public Comment Deadline: 15 September 2010

In November 2009, ICANN appointed ITEMS International to carry out the external review of its country code Names Supporting Organization (ccNSO).

Based on a survey and interviews, the independent consultant issued – in June 2010 – its recommendations and conclusions in a final report [PDF, 5.04 MB] which was released for consultation and submitted for public comment. For further information, please refer to the ccNSO review web page.

At the Brussels meeting, the ccNSO requested that ITEMS International publish an addendum [PDF, 648 KB] to its report which would extensively disclose all results of the survey/interviews.

Moreover, the questions raised during the exchange at ICANN’s 38 meeting indicated that the initial timeline allocated for the public comment process would not provide the ccTLDs with sufficient time to submit their written responses to the report.

In light of this request for additional time, the WG Members unanimously decided to extend the public comment period to 15 September 2010.

Please be reminded that the public comment material shall constitute working material and will thus be taken into account by the WG when drafting its recommendations for the ccNSO.

ICANN: ccNSO Review – External Reviewers’ Final Report for Public Comment

In November 2009, ICANN appointed ITEMS International to carry out the external review of its country code Names Supporting Organization (ccNSO)

ITEMS International has delivered its recommendations and conclusions in a final report based on a survey and interviews conducted. This final report [PDF, 5.04 MB] is now released for consultation and submitted for public comment.

The community is invited to participate in this round of consultation by 30 July 2010 and to provide the ccNSO Review WG with input on the report via: icann.org/en/public-comment/public-comment-201007-en.htm#ccnso-external.

ITEMS International will present the outcome of the external review in Brussels on Wednesday, 23 June during the ccNSO meeting.

ICANN Welcomes 100th Member to the Country Code Names Supporting Organization

ICANN logoOn 3 December, ICANN’s Country Code Name Supporting Organization (ccNSO) welcomed the Centro de Informatica da Universidade Eduardo Mondlane, operator of the country code .MZ (Mozambique), as its 100th member.

Since its inception in 2003, the ccNSO has provided country code top-level domain name (ccTLD) managers a unique, global platform to share information and experiences with other ccTLD managers and the broader ICANN community, and to develop global policy recommendations regarding country code top-level domains.

ccNSO membership has grown significantly during recent years. In 2009 alone, the ccNSO added 18 members, including country code operators for .IL (Israel), .DE (Germany) and .EU (European Union).

The ccNSO now provides a worldwide forum for ccTLD managers to meet and discuss issues that concern them. For example, ccTLD operators collaborated in the ccNSO to develop a coordinated response to global Internet security threats, conduct studies on the use of wildcards and re-direction in ccTLDs, and develop recommendations for the introduction of internationalised ccTLDs. It is also a forum to nurture consensus, technical cooperation and skill building among ccTLDs, and facilitates the development of voluntary best practices for ccTLD managers. Concerted efforts by the ccNSO (in cooperation with many others) over the last two years will bring to the Internet in 2010 the first top-level domain names to operate without using Western-based characters, an initiative referred to as Internationalized Domain Names (IDNs).

ICANN looks forward to continued growth in ccNSO membership, and encourages all ccTLD operators to join.

ICANN’s Nominating Committee (Nom Com) invites Statements of Interest and candidate recommendations from the Internet community for key leadership positions to fulfill ICANN’s technical and policy coordination role. Interested individuals are invited to submit a Statement of Interest to the 2010 Nom Com for the following positions:

  • Three members of the Board of Directors of ICANN
  • Two At Large Advisory Committee (ALAC) representatives (one each from the European and North American regions)
  • One member of the Council of the Generic Names Supporting Organization (GNSO)
  • One member of the Council of the Country-Code Names Supporting Organization (ccNSO)

The Nominating Committee (Nom Com) is an independent committee tasked with selecting a majority of the members of the Board of Directors and other key positions within ICANN’s structure.
