Apply Now for ICANN Leadership Positions: Deadline is 20 March

ICANN participants logoICANN‘s Nominating Committee (NomCom) invites interested individuals to submit applications and/or to recommend candidates for ICANN‘s key leadership positions. Applications are invited for the following positions:

  • Three members of the ICANN Board of Directors
  • Two At-Large Advisory Committee (ALAC) representatives (one each from the Europe and North America regions)
  • One member of the Council of the Generic Names Supporting Organization (GNSO)
  • One member of the Council of the Country-Code Names Supporting Organization (ccNSO)

Individuals selected by the NomCom will have a unique opportunity to work with accomplished colleagues from around the globe and help shape the Internet’s technical coordination and policy development.

Those selected will also gain valuable insights and experience from working across boundaries of knowledge, responsibility, culture and geography. They will be making a valuable public service contribution towards the functioning and evolution of this essential global resource. Guided by the broad public interest, those selected will work to fulfill ICANN‘s mission to coordinate the global Internet’s systems of unique identifiers, and in particular to ensure its stable and secure operation.

Reasonable direct expenses incurred in the course of service will be reimbursed.

Background:

The NomCom is an independent committee tasked with selecting eight members of the Board of Directors and other key positions within ICANN‘s structure.

NomCom members contribute understanding of the broad interests of the Internet community as a whole, and knowledge and experience of specific Internet constituencies who have appointed them.

The challenge for the NomCom is to integrate these perspectives and derive consensus in its selections. Although appointed by Supporting Organizations and other ICANN bodies, individual NomCom members are not accountable to their appointing bodies.

ICANN: Alan Greenberg Selected as Next ALAC Chair

Alan Greenberg, a long-time member of the At-Large Advisory Committee (ALAC), has been selected as the next ALAC Chair.

Greenberg replaces Olivier Crépin-Leblond, who has served as ALAC Chair since December 2010. He will begin a one-year, renewable term on October 16, 2014 during the ICANN51 Meeting in Los Angeles.

“ALAC represents the interests of Internet users,” said Greenberg. “We do that through identifying people around the world who have an interest in ICANN, the Internet, and the user perspective… and the challenge is then to make that really work.”

Greenberg was appointed to the ALAC by the Nominating Committee for the terms 2006-2008, 2008-2010, 2012-2014 and will begin a fourth two-year term at ICANN 51.

In addition to serving on the ALAC, Greenberg has served as the ALAC Liaison to the GNSO between 2006 through 2014.

In addition to his experience with At-Large, Greenberg recently served on the second Accountability Transparency Review Team (ATRT2), representing the ALAC perspective on ICANN‘s overall accountability and transparency.

Greenberg has more than 45 years of experience with computing and networking technologies. For much of his career, he worked for McGill University in Montreal, Canada. Over the years, this included software design and development, education technology support, management and policy development. He was one of a handful of people who brought the Internet and its predecessor networks to Canada and worked on a variety of Canadian and international networking initiatives. He has taught courses in computer architecture and design, as well as managed the Internet Society (ISOC) workshops which taught personnel from 150 developing countries how to build, support, manage and use the Internet in their countries. He was also an elected member of the ISOC Board of Trustees from 2001-2004.

After his retirement from McGill, he continued to focus on the effective use of technology in developing countries. Projects included how to effectively spread the use of technology to benefit the country and its people; and a study of the linkages between technology and poverty, and how technologies can be effectively used for poverty alleviation, and how web and specifically mobile technologies can benefit developing populations.

Throughout his career, he has focused on how technology can be made accessible to the widest possible audience and the empowerment of people through the use of technology.

Greenberg holds a BSc degree in Mathematics and Physics, and an MSc in Computer Science, both from McGill University.

ICANN: At-Large White Paper on Future Challenges Entitled Making ICANN Relevant, Responsive and Respected

ICANN logoPurpose (Brief): The At-Large White Paper on “Making ICANN Relevant, Responsive and Respected” (R3 White Paper) seeks to address the questions that are now being raised about whether the present ecosystem of Internet governance, including ICANN, is able to adapt to recent changes in the ecosystem that have taken place, and more specifically, within the following four areas:

  1. The Global Public interest;
  2. The Multi-Stakeholder System – A Choice for the Future
  3. Global Governance; and
  4. Institutional and Practical Cooperation.

The document suggests a number of recommendations on how the challenges within these areas might be addressed.

The purpose of this public comment period is to obtain feedback and collect broader community input into the further development of this White Paper.

Current Status: Following a request by the ALAC Executive Committee on 14 November 20 12, ICANN Staff has now published the At-Large White Paper on Future Challenges entitled “Making ICANN Relevant, Responsive and Respected” (R3) for public comment.

Next Steps: The At-Large Future Challenges Working Group will update the At-Large White Paper on Future Challenges entitled “Making ICANN Relevant, Responsive and Respected” (R3) after considering community feedback submitted through this forum. An updated version of the White Paper will then be presented to the ALAC and the broader community during a public meeting at the 46th ICANN Meeting in Beijing.

Section I: Description, Explanation, and Purpose

The At-Large White Paper entitled “Making ICANN Relevant, Responsive and Respected” (R3 White Paper) identifies four major challenges that ICANN is facing:

  1. The global public interest – In a continuously evolving and challenging environment, will ICANN be able to keep pace with growing public interest requirements and adapt its methods to better serve the global user community, while escaping capture by narrower interests?
  2. The multi-stakeholder system – Is ICANN’s multi-stakeholder approach sufficiently robust and sustainable in the long run under increased external pressure?
  3. Global governance – Are the arrangements related to the governance of the Internet’s critical resources, including that of ICANN’s own internal governance, adequate to meet the needs of the growing and diverse community of internet users worldwide?
  4. Institutional and practical cooperation – Can ICANN coordinate and cooperate effectively with organizations that have been set up to deal with Internet governance issues beyond ICANN’s remit of technical coordination?

A series of recommendations is offered for each of these four challenges with the aim of initiating the significant changes ICANN will be required to undertake if it is to adapt to the identified challenges as well as others within the Internet eco-system.

Over the next several months, the At-Large Future Challenges Working Group will be seeking input from both within ICANN and the broader Internet community. The next milestone in the development of the R3 White Paper will be a public session during the 46th ICANN Meeting scheduled to be held in Beijing in April 2013.

This Public Comment solicitation represents an opportunity for the ICANN community to provide its views on the issues outlined in the R3 White Paper.

Following the resignation of the ALAC representative from the North American region, appointed by ICANN’s 2010 Nominating Committee (NomCom), the 2011 NomCom invites Statements of Interest for this important ICANN leadership position.

Interested individuals from the North American region are invited to submit a Statement of Interest to become an At Large Advisory Committee (ALAC) representative for the remainder of the current term, ending at the ICANN Annual General Meeting in 2012. The Statement of Interest form is online nomcom.icann.org/apply/

North American citizens who submitted SOIs in 2011, or carried forward previous SOIs into the 2011 process, will be invited to update their statements and have them considered by the NomCom. The At Large Advisory Committee (ALAC) is the ICANN body responsible for representing the voice of the end user in policy and operational discussions.   • a commitment to ICANN’s mission and an understanding of the potential impact of ICANN decisions on the global Internet community

  • demonstrated capacity for thoughtful group decision-making and sound judgment
  • an interest in bottom-up consensus policy building in a real-life environment
  • an ability to chair or otherwise provide leadership and support for a multi-stakeholder group working to reach consensus
  • a willingness to serve as a volunteer, without compensation other than the reimbursement of certain expenses
  • the ability to work and communicate in English

Background:

The Nominating Committee is designed to function independently from the ICANN Board, Supporting Organizations, and Advisory Committees. Nominating Committee members contribute understanding of the broad interests of the Internet community as a whole, and knowledge and experience of specific Internet constituencies who have appointed them.

The challenge for the Nominating Committee is to integrate these perspectives and derive consensus in its selections. Although appointed by Supporting Organizations and other ICANN entities, individual Nominating Committee members are not accountable to their appointing constituencies.

Members are accountable for adherence to the ICANN Bylaws and for compliance with the rules and procedures established by the Nominating Committee.

Successful candidates are not remunerated, although direct expenses incurred in the course of duty will be reimbursed. Fluency in English is a requirement for all positions. These positions may involve significant international travel, including personal presence at periodic ICANN meetings, as well as regular telephone and Internet communications.

Following the resignation of the ALAC representative from the North American region, appointed by ICANN’s 2010 Nominating Committee (NomCom), the 2011 NomCom invites Statements of Interest for this important ICANN leadership position.

Interested individuals from the North American region are invited to submit a Statement of Interest to become an At Large Advisory Committee (ALAC) representative for the remainder of the current term, ending at the ICANN Annual General Meeting in 2012. The Statement of Interest form is online nomcom.icann.org/apply/

North American citizens who submitted SOIs in 2011, or carried forward previous SOIs into the 2011 process, will be invited to update their statements and have them considered by the NomCom. The At Large Advisory Committee (ALAC) is the ICANN body responsible for representing the voice of the end user in policy and operational discussions. For more information on the work of the ALAC see www.atlarge.icann.org/. To fill this interim vacancy the NomCom is seeking an accomplished person of integrity, objectivity and intelligence who has:

  • a commitment to ICANN’s mission and an understanding of the potential impact of ICANN decisions on the global Internet community
  • an understanding of the DNS and the impact of ICANN policy on end users
  • demonstrated capacity for thoughtful group decision-making and sound judgment
  • an interest in bottom-up consensus policy building in a real-life environment
  • an ability to chair or otherwise provide leadership and support for a multi-stakeholder group working to reach consensus
  • a willingness to serve as a volunteer, without compensation other than the reimbursement of certain expenses
