ICANN has published the Community Priority Evaluation (CPE) Results for 5 applications, and updated application and contention set statuses accordingly.
Understanding Community Priority Evaluation
Overview
Community Priority Evaluation is a method to resolve string contention, described in section 4.2 of the Applicant Guidebook (AGB). It will only occur if a community application is both in contention and elects to pursue CPE.
CPE is an independent analysis and any scores received in previous evaluation steps are not carried forward. CPE will be performed by a community priority panel appointed by ICANN – the Community Priority Panel will review and score the one or more community applications in a contention set, having elected CPE, against the four following criteria:
- Community Establishment
- Nexus between Proposed String and Community
- Registration Policies
- Community Endorsement
An application must score at least 14 points to prevail in a community priority evaluation. See section 4.2 of the Applicant Guidebook for full detail.
CPE Status
ICANN began inviting eligible applicants to elect the Community Priority Evaluation process on 9 October 2013. The invitation date and evaluation results are represented in the table below. Important: application comments and letters of support or opposition must be submitted within 14 days of the CPE Invitation Date in order to be considered by the CPE Panel. CPE Eligibility Requirements
To begin CPE, there are eligibility requirements for both the application and the contention set. These requirements are listed below:
To begin CPE, an application must:
- be a self-designated Community Application per section 1.2.3 of the AGB
- be in a string contention set
- not have a pending change request
- not be in the 30-day application comment window for an approved changed request
Additionally, an applicant may only begin CPE if all members of the contention set (including the community applicant(s)) meet the following eligibility criteria:
- have completed evaluation
- have no pending objections
- have no unresolved GAC Advice
- not be classified in the “High Risk” category of the Name Collisions Risk Management Proposal
Accelerated Invitation to Elect CPE Eligibility Requirements
An applicant may request early invitation to CPE in situations where outstanding eligibility criteria do not have the potential to directly impact the community applicant’s membership in a contention set.
The application requesting CPE must have completed the following pre-requisites (based on existing criteria) to give other contention set members certainty to be able to make comments or submit letters of opposition.
To request an accelerated invitation an application must:
- be a self-designated Community Application per section 1.2.3 of the AGB
- be in an unresolved string contention set (Contention Set status is not Resolved)
- not have a pending change request
- not be in the 30-day application comment window for an approved changed request
- not be classified in the “High Risk” category of the Name Collisions Risk Management Proposal
- not have filed any pending Accountability Mechanism
Additionally, all applications in the contention set must have:
- completed evaluation
- no pending objections
- resolved all applicable GAC Advice
Once a community application has met the above listed requirements, ICANN will notify them of the option to request an Accelerated Invitation to Elect CPE. Once an Applicant has requested the Accelerated Invitation, the standard CPE Invitation process will commence, including posting on this web page.

- Final CPE Guidelines
Economist Intelligence Unit finalized its CPE Guidelines after considering ICANN community feedback on the first draft. The Guidelines have been made public to ensure quality, consistency and transparency in the evaluation process.
