Vint Cerf puts the word out that Google’s Measurement Lab will make it more difficult for telecoms to degrade or block apps, such as BitTorrent or Skype.The father of the Internet on Wednesday revealed a plan to keep a closer eye on his creation.Vint Cerf, Google’s chief Internet evangelist and one of the architects of the Internet, announced the opening of Measurement Lab, an open research platform for testing Internet performance.Measurement Lab is backed by Google, the New America Foundation’s Open Technology Institute, the PlanetLab Consortium, and other academic researchers. It aims to provide Internet users with network diagnostic information that can be used to identify network performance degradation. It also aspires to make such information easier to share.

Google and some like-minded folks believe they’ve come up with what amounts to an early warning system.The idea behind the so-called Measurement Lab, or M-Lab, is that just about anyone interested in Internet regulation–including consumers, regulators, and content providers–could use more details about their network’s performance. Google, the Democratic Party-affiliated New America Foundation, and the PlanetLab Consortium (a university-business consortium devoted to next-generation networks) announced M-Lab on Wednesday.

Google and a group of partners have released a set of tools designed to help broadband customers and researchers measure performance of Internet connections.The set of tools, at MeasurementLab.net, includes a network diagnostic tool, a network path diagnostic tool and a tool to measure whether the user’s broadband provider is slowing BitTorrent peer-to-peer (P-to-P) traffic. Coming soon to the M-Lab applications is a tool to determine whether a broadband provider is giving some traffic a lower priority than other traffic, and a tool to determine whether a provider is degrading certain users or applications.
