European Union authorities are considering new rules to toughen and harmonise penalties for sending spam internet messages across the 27-nation bloc.Viviane Reding, the EU telecoms commissioner, and Meglena Kuneva, consumer affairs commissioner, are expected to call today for “consistent and severe sanctions”.
