Big Australian ISPs refusing to sign NBN contract

Some of the nation's largest internet providers are refusing to sign formal contracts with NBN Co over concerns the builder of the government's National Broadband Network is trying to skirt regulatory oversight of its $36 billion monopoly.
Late yesterday, NBN Co released its final and executable wholesale broadband agreement, the commercial contract that outlines the conditions and prices internet providers pay to access the network.
